How does the first round of a paid opportunity engage with promotion and recruitment in a way that will support equity in its future forms?

What are effective procedures for equity in connecting with PSE administration about a project that could be viewed as subcontracting internal training to an external provider, or as alternatively as an opportunity with finite capacity that “should be offered to ‘deserving’” participants?

How could we frame the opportunity to be be seen as a capacity enhancement for those who are hesitant to engage with new forms of technology? What are some of the analog promotional methods which could support engagement of those on the periphery of digital promotion. (Teaching Online 101)?
